TerraMarine team named preferred proponent for the Roberts Bank Terminal 2 landmass and wharf
The consortium (FlatironDragados, Van Oord, Aecon and Carlson) was named preferred proponent by the Vancouver Fraser Port Authority. A design-build agreement is to follow financial close, expected in late 2027, with land reclamation starting in 2028 and operations in the mid-2030s.

How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Neutral weak | A preferred proponent for a container terminal operating in the mid-2030s is a long-planned port project and says little about a resource speed-up. |
| O1 Faster, but the extra output goes mostly elsewhere | Fits weak | More Pacific port capacity is mildly consistent with trade going to non-US buyers. |
| O2 Faster, and more volume reaches the US (this level or higher) | Neutral weak | Nothing here bears on volumes going to the US. |
| O3 Locked-in preferential terms for the US | Neutral weak | No US terms are involved. |
