Ottawa starts the Building Canada Act listing process for Grays Bay Road and Port, the Mackenzie Valley Highway and the Deep Geological Repository
On 24 June 2026 Ottawa began the process to list three projects under the Building Canada Act: the Mackenzie Valley Highway, the Grays Bay Road and Port, and the Nuclear Waste Management Organization's deep geological repository. Listing 'would provide confidence that key federal permits and authorizations for the project will be granted'; consultations were to start in the following weeks, with decisions targeted for fall 2026 (Government of Canada). As of late September 2026 no project had been added to the Act's schedule.

How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Against weak | The first use of the fast-track listing tool is mildly inconsistent with no acceleration; nothing is listed yet. |
| O1 Faster, but the extra output goes mostly elsewhere | Neutral weak | No direction implied. |
| O2 Faster, and more volume reaches the US (this level or higher) | Neutral weak | No bearing on US volume. |
| O3 Locked-in preferential terms for the US | Neutral weak | No US terms. |
