Conservative MP Garnett Genuis says the government is 'at least saying some good things' about selling Canada's resources to the world
During second-reading debate on Bill C-39 in the House of Commons on 24 September 2026, Conservative MP Garnett Genuis (Sherwood Park—Fort Saskatchewan) asked Liberal MP Kody Blois about the change in the government's messages. He said that under the Liberal government Bills C-69 and C-48 "really obstructed the development of anything in this country, certainly the export of natural resources." He then said: "Now we hear the government at least saying some good things. It is saying that we should be selling our resources to the world and that we should be developing and building things." He asked whether the member would acknowledge "that big mistakes were made in the last 10 years."

- At home, new pipelines are sold as a way to reach buyers outside the US: in an Angus Reid poll, 55% picked 'sell oil outside the US' as a persuasive reason (several answers were allowed). So the link from the build-out to more output flowing south has to come from contracts and tariff design, not from the rally.
Opposition praises 'selling our resources to the world'.
How it bears on the outcome
| Explanation | Fit | Why |

| O2 Faster, and more volume reaches the US (this level or higher) | Neutral weak | An opposition MP notes the government's new talk of selling resources 'to the world'; this is government messaging relayed in debate, not a change in volumes or buyers, so it fits all outcome readings equally. |
| O3 Locked-in preferential terms for the US | Neutral weak | An opposition MP notes the government's new talk of selling resources 'to the world'; this is government messaging relayed in debate, not a change in volumes or buyers, so it fits all outcome readings equally. |
