NL House of Assembly passes a resolution to proceed with the Churchill Falls deal, 21–18

The vote came at the end of a four-day special sitting. For: all 20 Progressive Conservative members and independent Eddie Joyce. Against: 15 Liberals, two New Democrats and Keith Russell, who had just left the PC caucus. Premier Wakeham said the goal is final terms by the end of the year, though the work may run into next year, and that the government would wait for the outcome of the Quebec election.

ExplanationFitWhy
O0 No meaningful speed-upNeutral weakA narrow vote with final terms not before year-end, and possibly later, is consistent with only modest acceleration.
O1 Faster, but the extra output goes mostly elsewhereFits weakA legislature vote to proceed with the Churchill Falls deal is a real step, though final terms may slip into next year and wait on the Quebec election; this is consistent with a faster build-out but says nothing about which buyers get the output, so it fits O1 and O2 equally.
O2 Faster, and more volume reaches the US (this level or higher)Fits weakA legislature vote to proceed with the Churchill Falls deal is a real step, though final terms may slip into next year and wait on the Quebec election; this is consistent with a faster build-out but says nothing about which buyers get the output, so it fits O1 and O2 equally.
O3 Locked-in preferential terms for the USNeutral weakNo US preferential terms are involved; the deal is between Canadian governments and utilities.
