Newfoundland and Labrador Premier Wakeham drops his promised referendum on a Churchill Falls deal, citing federal involvement and US tariffs
On 17 August 2026, when he announced a new Churchill Falls agreement with Quebec and the federal government, Newfoundland and Labrador Premier Tony Wakeham said the deal would not be put to a referendum. Instead, the House of Assembly would open on 14 September for a special debate. His Progressive Conservatives' 2025 election platform had said: "We will not proceed with any deal on the Churchill River unless it is approved by the voters via a referendum." In an interview with CBC Radio's The St. John's Morning Show on 19 August, Wakeham said: "What has changed is the enormity of the opportunity now that the federal government is involved." He also pointed to the US trade war: "We stare down the barrel of even more U.S. tariffs and that threat isn't going anywhere." On 20 September, VOCM reported that the lead negotiator, Barry Perry, told the House that he was at the caucus meeting where Wakeham told his party of the decision, and said: "I never saw a more emotional man."

How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Against weak | Removing a promised referendum to move the hydro deal along would be somewhat surprising if the build-out were not speeding up. |
| O1 Faster, but the extra output goes mostly elsewhere | Fits weak | Dropping a promised referendum removes a step for the Churchill Falls deal, with US tariffs cited as one reason; this is consistent with a faster build-out but says nothing about which buyers get the output, so it fits O1 and O2 equally. |
| O2 Faster, and more volume reaches the US (this level or higher) | Fits weak | Dropping a promised referendum removes a step for the Churchill Falls deal, with US tariffs cited as one reason; this is consistent with a faster build-out but says nothing about which buyers get the output, so it fits O1 and O2 equally. |
| O3 Locked-in preferential terms for the US | Neutral weak | No US preferential terms are involved; the power goes mainly to Quebec and Newfoundland and Labrador. |
