Quebec Bill 5 lapses when the National Assembly is dissolved for the election, after stalling in committee in June
Clause-by-clause study in the Commission des finances publiques last sat on 2026-06-09 and adjourned while debating clause 32. On 2026-06-10 the Centre québécois du droit de l'environnement welcomed the bill's 'mort au feuilleton' (death on the order paper). On 2026-06-11 a Liberal MNA told the Assembly that Bill 5 (known as 'Q-5') had stopped advancing and was 'mort au feuilleton', and that its REM provisions had been moved into Bill 22. The Assembly adjourned sine die on 2026-06-12 without passing it. Formally the bill stayed on the order paper until the Assembly was dissolved on 2026-08-27 for the 2026-10-05 election, which ended it. (It had already survived the prorogation of 2026-04-08 and was reinstated at the same stage on 2026-05-06.) On 2026-09-09 the CAQ pledged, if re-elected, to table a new bill 'inspired by Q5'.

Laws and agreements
- Bill 5 (QC): Act to speed up authorizations for priority projects of national scope: this event is its “Died” stage
Claims that rest on this event
- US trade pressure since 2025 gave Ottawa the political cover to clear permitting and political blockages, producing permanent laws (fast-track permitting and investment tax cuts) that unlock a second wave of output.
Quebec's fast-track bill died despite the same pressure.
- The rally works unevenly: in Quebec it feeds sovereignty and 'control of our territory', not a blank cheque for fast-tracking, and in BC tariffs are a top issue for only 15% of voters.
Quebec's fast-track bill died.
- A law passed is not a power switched on. BC's narrow Bill 14 was in force in 33 days and is being used for the North Coast Transmission Line, but only 1 of Bill 15's 48 sections was in force in late September 2026, 16 months after it passed, Quebec's Bill 5 lapsed, and Ontario has not yet designated any special economic zone. So the test of whether the build-out is locked in must ask whether powers are brought into force and used.
Never passed.
- Quebec overrode opposition to protect existing industry (Bill 93 for the Stablex waste site, passed under closure; Bill 11 with relief for the Horne smelter) but avoided a fight over new projects: its fast-track Bill 5 lapsed. The only party that pledged in writing to bring back a Bill 5-style law, the outgoing CAQ, won no seats in the 5 October 2026 election, which left the Parti Québécois short of a majority with 59 of 127 seats (preliminary results).
New-project regime abandoned.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Fits weak | A Quebec bill to speed up infrastructure lapsed without passing, consistent with acceleration stalling at the provincial level; its scope is limited. |
| O1 Faster, but the extra output goes mostly elsewhere | Against weak | A lapsed acceleration bill is mildly awkward for any speed-up reading equally. |
| O2 Faster, and more volume reaches the US (this level or higher) | Against weak | A lapsed acceleration bill is mildly awkward for any speed-up reading equally. |
| O3 Locked-in preferential terms for the US | Against weak | A lapsed acceleration bill is mildly awkward for any speed-up reading equally. |
