Bill 5 (QC): Act to speed up authorizations for priority projects of national scope
Quebec government bill tabled on December 9, 2025 by Finance Minister Eric Girard. Projects the government designates as 'priority projects of national scope' would receive a single government authorization in place of many separate permits, and articles 22 and 23 would let the government set aside rules in other laws, except those the bill names. A five-year framework. Adopted in principle on February 17, 2026 without a recorded vote: the Liberals and the Parti Québécois spoke for the principle, Québec solidaire against. Committee study ran until June 9, 2026; the bill was not passed before the Assembly rose for the summer and lapsed when the legislature was dissolved for the October 5, 2026 election.
