Nouveau Monde Graphite launches construction of the Matawinie graphite mine, with Prime Minister Carney at the ground-breaking
Matawinie: 106,000 t/yr of graphite concentrate, full production end-2028 (FID declared 2026-05-15). Bécancour anode plant: 13,000 t/yr, FID targeted H2 2026. Offtakes over 70% contracted: Panasonic Energy 13 ktpa of anode material for its Nevada and Kansas plants (the US-bound part, about 12% of mine output), the Government of Canada 30 ktpa take-or-pay for 7 years, Traxys North America 20 ktpa.

How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| C0 Ottawa as victim | Neutral weak | A mine launch with federal backing says little about Ottawa being merely on the receiving end. |
| C1 Ottawa opportunistic | Fits moderate | A federal 30 ktpa take-or-pay offtake and the Prime Minister at the ground-breaking are actions consistent with Ottawa using the moment to push the build-out. |
| C2 Ottawa in no hurry | Neutral weak | Backing a mine fits equally with any pace in the trade talks. |
| C3 Ottawa coordinating with Washington | Neutral weak | Only about 12% of output is tied to US plants; this neither shows nor rules out coordination with Washington. |
| O0 No meaningful speed-up | Against moderate | A final investment decision and construction start with over 70% of output contracted is an action that runs against no speed-up. |
| O1 Faster, but the extra output goes mostly elsewhere | Fits weak | Most contracted output goes to the Government of Canada and a trader, with about 12% tied to US plants, consistent with extra output going mostly elsewhere. |
| O2 Faster, and more volume reaches the US (this level or higher) | Neutral weak | Some volume is bound for US battery plants, but a small share of one mine says little about the national total. |
| O3 Locked-in preferential terms for the US | Neutral weak | The take-or-pay buyer is the Canadian, not the US, government; no US preferential terms observed. |
