Rio Tinto's AP60 expansion pours first hot metal (March 2026); the last Arvida potlines close in June 2026, leaving Quebec capacity roughly unchanged
AP60 adds about 160 kt/yr; the old Arvida Soderberg potlines (about 130-170 kt/yr) closed in June 2026, so the net change in Quebec smelting capacity is roughly zero (Rio Tinto Q2 2026 operations review, projects table and aluminium section).

Claims that rest on this event
- None of the new export routes is tied to a refinery, upgrader, smelter or steel plant; only two container terminals (Roberts Bank Terminal 2 and Contrecoeur) are built for manufactured goods. A few smaller critical-minerals processing projects get public support, such as Teck's Trail operations and a cobalt refinery in Ontario, but the build-out mostly fits the pattern of a raw-materials supplier.
Rio Tinto's AP60 expansion adds about 160,000 tonnes a year while the old Arvida potlines close: Quebec's smelting capacity stays about the same, and none of it is tied to the new export routes.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Fits weak | New AP60 capacity offset by the Arvida closures leaves Quebec smelting roughly unchanged, consistent with no speed-up; AP60 was decided before the dispute. |
| O1 Faster, but the extra output goes mostly elsewhere | Against weak | No net capacity gain means no extra aluminum output to send elsewhere. |
| O2 Faster, and more volume reaches the US (this level or higher) | Against weak | No net capacity gain gives no extra aluminum volume for the US. |
| O3 Locked-in preferential terms for the US | Neutral weak | Nothing about preferential US terms. |
