Alcoa and Rio Tinto redirect Canadian primary aluminum to customers outside the US after the 50% tariff

Alcoa 'redirected certain Canadian production to customers outside the U.S.' in Q2 2025; about 30% of its Canadian output is available for spot sales; historically about 70% of its Canadian metal went to the US; its Canada-to-US tariff cost was about US$20m in Q1 and US$115m in Q2 2025 (10-Q Q2 2025). Rio Tinto: shipping destinations 'flexed'; its US-destination shipments fell from 723 kt (H1 2025) to 630 kt (H2 2025) and 585 kt (H1 2026), with tariff costs of US$321m, US$709m and US$773m (US$1.03bn in 2025); the Midwest duty-paid premium averaged US$855, 1,731 and 2,406/t, which Rio says came to fully compensate the 50% tariff. Quebec HS 7601 exports to the Netherlands reached 63 kt in June 2025.

How it bears on the outcome

ExplanationFitWhy
O0 No meaningful speed-upNeutral weakCompany redirection concerns destination, not the pace of the build-out.
O1 Faster, but the extra output goes mostly elsewhereFits moderateAlcoa and Rio Tinto redirected Canadian metal outside the US and US-bound shipments fell, consistent with output going to other buyers.
O2 Faster, and more volume reaches the US (this level or higher)Against weakFalling US-destination shipments are awkward for rising US volume, but the Midwest premium now offsets the tariff, so flows could return.
O3 Locked-in preferential terms for the USAgainst weakProducers paying over US$1B a year in tariffs shows no preferential US terms in force.
