Trump on Truth Social: the Keystone XL company "should come back… and get it built — NOW!"; "Easy approvals, almost immediate start!"
Posted on the evening of Monday, February 24, 2025: the company behind Keystone XL, "viciously jettisoned by the incompetent Biden Administration", should return and build it; "If not them, perhaps another Pipeline Company. We want the Keystone XL Pipeline built!" The post offers fast US approvals for a pipeline carrying Alberta crude south; it is framed against Biden and does not mention Canada or Canadian permitting. South Bow, the pipeline company spun off from TC Energy, told CBC it had "moved on from the Keystone XL project"; Ottawa said a private-sector proponent would be needed.

Claims that rest on this event
- Some resource terms entered the talks from the Canadian side: at the White House on October 7, 2025, Carney pitched Keystone XL and more oil exports. In the foresight thought experiment, a blind grading found this leans slightly toward 'foreseen and wanted': under pressure, Canada offered more oil, and US officials welcomed it. The lean is slight, because plain self-interest would welcome the offer too.
Trump publicly called for Keystone XL to be built months earlier.
- In the foresight thought experiment: before Canada's response, what US voices wanted was a cooperative build-out framed as partnership (Project 2025's call for a hemispheric energy policy 'with Mexico, Canada', cross-border permitting bills, partnership resolutions in Congress), not one produced by pressure. None of it ties the build-out to tariffs.
Demand for a southbound pipeline during the pressure.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Neutral weak | A post stating a US wish; it is not an outcome and does not show whether Canada's build-out sped up or where its output went, so it fits these readings equally. |
| O1 Faster, but the extra output goes mostly elsewhere | Neutral weak | A post stating a US wish; it is not an outcome and does not show whether Canada's build-out sped up or where its output went, so it fits these readings equally. |
| O2 Faster, and more volume reaches the US (this level or higher) | Neutral weak | A post stating a US wish; it is not an outcome and does not show whether Canada's build-out sped up or where its output went, so it fits these readings equally. |
| O3 Locked-in preferential terms for the US | Neutral weak | A post stating a US wish; it is not an outcome and does not show whether Canada's build-out sped up or where its output went, so it fits these readings equally. |
Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Fits weak | The post is framed against the Biden administration, consistent with domestic politics driving the message. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Fits weak | Wanting a pipeline built to carry Alberta crude into the US is consistent with plain US self-interest. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Fits weak | A US call for a south-bound Canadian crude pipeline is consistent with welcoming more Canadian output to the US, but it offers US approvals only and does not mention pressure on Canada; fits equally with I0b and I2. |
| I2 Foreseen and wanted (this level or higher) Tested hypothesis (intent) | Fits weak | Wanting more Canadian crude flowing south is consistent with this reading, but the post ties it to Biden, not to Canada's permitting or to tariff pressure; fits equally with I0b and I1. |
| I3 Worked-out plan with specific targets Tested hypothesis (intent) | Neutral weak | A single named project is mentioned, but with no timeline, no Canadian steps and no link to pressure; this falls short of a worked-out plan either way. |
| R-annex Annexation Rival reading | Neutral weak | A post stating a US wish; it is not an outcome and does not show whether Canada's build-out sped up or where its output went, so it fits these readings equally. |
| R-frag Fragmentation Rival reading | Neutral weak | A post stating a US wish; it is not an outcome and does not show whether Canada's build-out sped up or where its output went, so it fits these readings equally. |
| R-weaken Weaken-Canada rivals (annexation or fragmentation) Rival reading | Neutral weak | A post stating a US wish; it is not an outcome and does not show whether Canada's build-out sped up or where its output went, so it fits these readings equally. |
