Santos signs a non-binding heads of agreement to buy 1 million tonnes a year of LNG from Ksi Lisims LNG for 20 years
Ksi Lisims LNG announced on 14 September 2026 a heads of agreement with Australia's Santos for 1 million tonnes of LNG a year for 20 years, on a free-on-board basis and subject to a final sale and purchase agreement. The developer said it already had sale and purchase agreements with Shell, TotalEnergies and Uniper for 6 million tonnes a year. Natural Resources Canada called it the project's "third international offtake deal" of the year, after agreements with Germany's Uniper and SEFE.

Claims that rest on this event
- Every signed LNG sales contract we found is for markets outside the US: BP (Woodfibre LNG), ExxonMobil's Asia-Pacific unit (Cedar LNG), and Shell, TotalEnergies and Uniper (Ksi Lisims, which has no final investment decision yet). SEFE's and Santos's deals with Ksi Lisims are non-binding.
Santos's deal is a heads of agreement, not yet a binding sales contract.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Neutral weak | A non-binding heads of agreement for an unbuilt plant does not show build-out speed. |
| O1 Faster, but the extra output goes mostly elsewhere | Fits weak | Buyers named for the project (Shell, TotalEnergies, Uniper, SEFE, Santos) are non-US, consistent with new output going elsewhere; this deal is non-binding. |
| O2 Faster, and more volume reaches the US (this level or higher) | Neutral weak | Overseas LNG offtakes do not show US volumes falling. |
| O3 Locked-in preferential terms for the US | Neutral weak | No US preferential terms are involved. |
