Innu Nation postpones until further notice its second vote on the revised Hydro-Québec settlement
The vote on the revised Tsheuatishiun (Reconciliation and Collaboration) Agreement, set for May 29 to June 1, 2026, was postponed until further notice after deaths in the communities; all ratification matters are on pause (CBC). The settlement money would come from Hydro-Québec, a Quebec Crown corporation.

Claims that rest on this event
- The Churchill Falls and Gull Island deal complicates the thesis. It began before the tariffs (negotiating mandates in 2023-24, a memorandum of understanding on December 12, 2024). In the tariff era it got bigger and politically safer (C$10 billion in federal financing, a referendum dropped) but not faster: every milestone slipped. The August 2026 agreement sets terms for binding contracts due by the end of 2026, and it adds no new power line to the US.
The Innu Nation's second vote on the revised settlement, set for late May 2026, was postponed until further notice: the settlement stays open.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Neutral weak | The postponement follows deaths in the communities, not a policy choice, so it says little about the pace of the build-out. |
| O1 Faster, but the extra output goes mostly elsewhere | Neutral weak | Nothing in the postponement bears on where extra output would go; it fits all outcome readings equally. |
| O2 Faster, and more volume reaches the US (this level or higher) | Neutral weak | No bearing on volumes reaching the US; fits equally. |
| O3 Locked-in preferential terms for the US | Neutral weak | No US preferential term is involved; the money would come from a Quebec Crown corporation. |
