US Treasury removes Belaruskali from the sanctions list, easing sanctions on Belarus's potash sector
On 2026-03-26 OFAC removed Belaruskali, the Belarusian Potash Company and Agrorozkvit from the Specially Designated Nationals list, following a general licence in December 2025. The move came amid US–Belarus talks and a release of prisoners. Belarus is a major potash exporter and a competitor to Canadian potash in the US market.

Claims that rest on this event
- In the thought experiment's second foresight test ('Asymmetry'): US actions protect the flow south (raw goods spared, the Bridger pipeline permit, no objection to pipelines toward the US) and threaten Canada's efforts to sell elsewhere. But we have found no protection that costs the US something plain self-interest wouldn't pay, so the pattern fits 'foreseen and wanted' and plain self-interest equally.
The US eased a rival potash supplier: not protecting Canadian supply.
- In the foresight thought experiment: the US Treasury lifted sanctions on Belarus's state potash producer in March 2026, and Trump said Belarus 'would like to sell it for a much lower price'. This complicates the idea that the US is securing Canadian supply, and fits plain self-interest: shop for the cheapest input.
The delisting.
Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Judged to fit the plain self-interest reading better than the foresight reading. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Fits weak | The sanctions relief was traded for prisoner releases in a Belarus deal; it is consistent with policy driven by matters unrelated to Canada. The delisting is an action that follows through on it. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Fits weak | Opening a cheaper potash source serves US buyers directly, consistent with plain self-interest that takes no account of Canada's build-out. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Neutral weak | Adding a rival supplier neither helps nor hurts a reading in which Canada's build-out is merely welcomed. |
| I2 Foreseen and wanted (this level or higher) Tested hypothesis (intent) | Against weak | Reopening a competitor to Canadian potash in the US market would be somewhat awkward if pressure were applied so that Canada builds and exports more to the US; Belarus's limited capacity softens this. |
| I3 Worked-out plan with specific targets Tested hypothesis (intent) | Against weak | A worked-out plan for Canadian resource targets would not obviously include building up a rival supplier; this is mildly awkward for it. |
| R-annex Annexation Rival reading | Neutral weak | Reducing reliance on Canadian potash fits a weakening aim only loosely; the stated driver is the Belarus prisoner deal, so it does not tell these readings apart. |
| R-frag Fragmentation Rival reading | Neutral weak | Reducing reliance on Canadian potash fits a weakening aim only loosely; the stated driver is the Belarus prisoner deal, so it does not tell these readings apart. |
| R-weaken Weaken-Canada rivals (annexation or fragmentation) Rival reading | Neutral weak | Reducing reliance on Canadian potash fits a weakening aim only loosely; the stated driver is the Belarus prisoner deal, so it does not tell these readings apart. |
