Rio Tinto to build a gallium-extraction pilot plant at Complexe Jonquière, with up to C$18.95M from Ottawa

A research project to extract primary gallium from the alumina refining process at Rio Tinto's Vaudreuil refinery in Saguenay. The pilot plant, in an existing building, is expected to run in 2027; a demonstration plant of up to 4 t/yr is planned on the same site, and a commercial plant could reach 40 t/yr, about 5% of world output. Natural Resources Canada conditionally approved a non-repayable contribution of up to C$18.95M, on top of C$7M from Quebec (December 2024). Le Quotidien puts the cost up to the demonstration stage at C$45M.

How it bears on the outcome

ExplanationFitWhy
O0 No meaningful speed-upAgainst weakPublic money committed to a new gallium pilot and demonstration plant is mildly awkward for no speed-up, though it is small and early-stage.
O1 Faster, but the extra output goes mostly elsewhereNeutral weakThe record says nothing about where the gallium would be sold, so it fits both destination readings equally.
O2 Faster, and more volume reaches the US (this level or higher)Neutral weakThe record says nothing about where the gallium would be sold, so it fits both destination readings equally.
O3 Locked-in preferential terms for the USNeutral weakFunding is Canadian and Quebec money with no US terms attached; locked-in US preference is not observed.
