Denison takes its final investment decision on the Phoenix in-situ recovery (ISR) uranium project at Wheeler River
Denison took its final investment decision on Phoenix in February 2026, after receiving the last regulatory approvals; site preparation started in March 2026 and full construction in July 2026, with first production targeted for mid-2028. In its Q2 2026 report (August 2026), Denison had firm sales commitments of over 8 million pounds of uranium and over 7 million more in advanced negotiation, mostly for delivery after 2028; its customers include several North American nuclear plant operators as well as industry intermediaries.

Claims that rest on this event
- We put 'faster, and more volume reaches the US' (this outcome or a stronger one) at about 85%, the figure from the journal's volume model, counting oil, gas, power, uranium, potash and metals: about 89% if Canada gets a full aluminum exemption, about 76% if the 50% aluminum tariff lasts. It is checked in 2034 against 2024, and counts only if the yearly value reaching the US, at fixed prices, is more than about US$4 billion above 2024, about 3% of that year's total, so that ordinary year-to-year swings don't count; electricity is compared at normal water levels in both years. The southbound volume is largely committed already: an oil pipeline expansion with a final investment decision and new uranium mines.
New uranium capacity; buyers include North American plant operators and industry intermediaries.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Against weak | A final investment decision and construction start on a new uranium mine is awkward for no speed-up, though the project followed its normal approval path. |
| O1 Faster, but the extra output goes mostly elsewhere | Neutral weak | Customers include North American operators and intermediaries, so the destination split is unclear; fits equally. |
| O2 Faster, and more volume reaches the US (this level or higher) | Fits weak | Sales commitments that include North American plant operators are consistent with some new output reaching the US, but buyers are not broken out. |
| O3 Locked-in preferential terms for the US | Neutral weak | No US preferential terms are reported. |
