Quebec primary aluminum shipments to the US fall 25% in 2025 (1.76 Mt vs 2.36 Mt) as metal is diverted to Europe

CIMT (HS 7601, Quebec origin): exports to the US fell from 2.36 Mt in 2024 to 1.76 Mt in 2025 (-596 kt) after the 25% (2025-03-12) and 50% (2025-06-04) Section 232 tariffs; the US share of tonnes fell from 95.7% to 79.1%. The Netherlands (Rotterdam, 291 kt), Italy (99 kt), Mexico and Poland took the rest. Jan-Jul 2026 US tonnes were 34% below Jan-Jul 2024, while export value held (C$5.93bn vs C$5.26bn in Jan-Jul 2025) as LME prices and the US Midwest premium rose. Canadian output barely fell (3.34 Mt in 2024, 3.27 Mt in 2025). Quebec has about 87% of Canadian smelting capacity (nine smelters, 2,865 kt nameplate). Diversion, not collapse.

How it bears on the outcome

ExplanationFitWhy
O0 No meaningful speed-upFits weakCanadian aluminum output barely changed, consistent with no speed-up in this sector; the shift is in destination, not volume.
O1 Faster, but the extra output goes mostly elsewhereFits moderateUS-bound tonnes fell 25% while Europe and Mexico took the metal: measured diversion away from the US, the pattern this reading expects for where output goes.
O2 Faster, and more volume reaches the US (this level or higher)Against moderateA 596 kt drop in Quebec aluminum reaching the US runs against growing US volume, though the test is in 2034 and higher prices held export value.
O3 Locked-in preferential terms for the USAgainst weakFalling US volume under a 50% tariff shows no sign of binding preferential terms.
