Canada Growth Fund invests C$25M to raise Rio Tinto's Sorel-Tracy scandium capacity to 9 t/yr
Announced 31 October 2025 in the G7 critical-minerals package (company release dated 1 November). The Canada Growth Fund invests about C$25M through an equity-like financial royalty to expand Rio Tinto's Sorel-Tracy scandium oxide plant, North America's only source, to nine tonnes a year. The Government of Canada also agreed to buy a volume of scandium (offtake) and to have Rio Tinto market and store it on its behalf. The scandium is extracted from waste streams of titanium dioxide production, with no new mining.

How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Against weak | A funded expansion of scandium capacity is mildly awkward for no speed-up, though the volumes are small. |
| O1 Faster, but the extra output goes mostly elsewhere | Neutral weak | The deal does not say where the extra scandium goes; it fits both destination readings equally. |
| O2 Faster, and more volume reaches the US (this level or higher) | Neutral weak | The deal does not say where the extra scandium goes; it fits both destination readings equally. |
| O3 Locked-in preferential terms for the US | Against weak | The offtake right goes to the Government of Canada, not the US; locked-in US preference is not observed here. |
