Budget 2025 introduces a "Productivity Super-Deduction" that Finance says cuts Canada's marginal effective tax rate from 15.6% to 13.2%
The federal budget tabled on 4 November 2025, Budget 2025: Canada Strong, grouped faster tax write-offs for new capital investment into a "Productivity Super-Deduction": reinstating the Accelerated Investment Incentive, immediate expensing for manufacturing and processing machinery, clean energy equipment and other assets, immediate expensing for new manufacturing and processing buildings, and faster write-offs for low-carbon LNG facilities. The Department of Finance said the package would cut Canada's marginal effective tax rate on new business investment from 15.6% to 13.2%, the lowest in the G7, and in manufacturing and processing from 8.6% to 0.4%, against 12.1% in the US.

Claims that rest on this event
- The Productivity Mega Deduction would cut Canada's overall effective tax rate on new business investment from about 13% to 6.4% (US: 16.9%). It names mining property, pipelines and LNG, dropped the low-carbon condition for LNG, and applies to assets bought from September 15, 2026, though it is still a draft, not law. The tilt toward resources is clearest here, not in C-39.
Budget 2025's Productivity Super-Deduction brought the rate to about 13%, the starting point for the later Productivity Mega Deduction.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Against weak | Tax incentives that cut the effective rate on new investment, including LNG, are a step toward faster building; as budget measures they do not yet show output. |
| O1 Faster, but the extra output goes mostly elsewhere | Fits weak | The incentives fit a speed-up equally whichever buyers get the output; they say nothing about destination or US terms. |
| O2 Faster, and more volume reaches the US (this level or higher) | Fits weak | The incentives fit a speed-up equally whichever buyers get the output; they say nothing about destination or US terms. |
| O3 Locked-in preferential terms for the US | Fits weak | The incentives fit a speed-up equally whichever buyers get the output; they say nothing about destination or US terms. |
