Executive Order 14323 adds a 40% IEEPA tariff on Brazil (50% with the 10% baseline, effective 2025-08-06), with many exemptions
Signed on 30 July 2025, the order adds a 40% tariff on certain Brazilian goods from 12:01 a.m. seven days later, on top of the existing 10% baseline tariff. Annex I exempts many products, including orange juice and some agricultural goods, and the 40% is not collected where Section 232 duties apply. The order allows changes if Brazil retaliates; no Brazilian retaliatory tariffs were found in the sources reviewed.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Judged to fit the plain self-interest reading better than the foresight reading. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Fits weak | A tariff on a surplus partner for political reasons is consistent with grudge-driven policy; it concerns Brazil, so it moves little. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Fits weak | Broad exemptions for goods US consumers rely on (such as orange juice) are consistent with plain US self-interest; it concerns Brazil. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Neutral weak | This order concerns Brazil, not Canada; it fits all readings equally and says nothing about Canada's build-out or about Canada as a target. |
| I2 Foreseen and wanted (this level or higher) Tested hypothesis (intent) | Neutral weak | This order concerns Brazil, not Canada; it fits all readings equally and says nothing about Canada's build-out or about Canada as a target. |
