TotalEnergies signs a 20-year agreement to buy 2 million tonnes a year of LNG from Ksi Lisims LNG and takes 5% of developer Western LNG
TotalEnergies announced on 19 May 2025 that it had signed a sale and purchase agreement with Ksi Lisims LNG for 2 million tonnes of LNG a year for 20 years, subject to the project's final investment decision. It also acquired a 5% stake in Western LNG, the project's developer and future operator, with an option to increase it or take a direct stake of up to about 10% in the plant at the investment decision. TotalEnergies said the supply would help it serve its Asian customers.

Claims that rest on this event
- Every signed LNG sales contract we found is for markets outside the US: BP (Woodfibre LNG), ExxonMobil's Asia-Pacific unit (Cedar LNG), and Shell, TotalEnergies and Uniper (Ksi Lisims, which has no final investment decision yet). SEFE's and Santos's deals with Ksi Lisims are non-binding.
TotalEnergies' 20-year agreement for 2 million tonnes a year is a signed sales contract with a non-US buyer, conditional on the project's investment decision.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Neutral weak | An offtake conditional on a future investment decision does not yet show a speed-up. |
| O1 Faster, but the extra output goes mostly elsewhere | Fits weak | TotalEnergies says the supply will serve its Asian customers, consistent with new output going to non-US buyers; it is conditional on FID. |
| O2 Faster, and more volume reaches the US (this level or higher) | Neutral weak | One Asia-bound offtake does not show US volumes falling. |
| O3 Locked-in preferential terms for the US | Neutral weak | No US preferential terms are involved. |
