EU suspends its EUR 21B countermeasures for 90 days to allow negotiations
The EU put on hold for up to 90 days (until 14 July 2025) its planned countermeasures against the US steel and aluminum tariffs, covering €21 billion of US exports, to allow negotiations after the US delayed its reciprocal tariffs by 90 days. Commission President von der Leyen announced the pause on 10 April; the Commission adopted the acts imposing and suspending the measures on 14 April.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means
