Trudeau dines with Trump at Mar-a-Lago; Trump jokes that Canada could become the 51st state
Prime Minister Trudeau flew to Florida and dined with President-elect Trump at Mar-a-Lago on 29 November 2024, four days after Trump's 25% tariff threat. Fox News reported on 2 December, citing two people at the table, that when Trudeau said the tariffs would kill the Canadian economy, Trump joked that Canada could become the 51st state. Public Safety Minister Dominic LeBlanc, who attended the dinner, said on 3 December that Trump had been joking and that it was "in no way a serious comment".

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Fits weak | An off-the-cuff joke at dinner, described by a minister present as not serious, is consistent with impulse-driven rhetoric. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Neutral weak | A joke about statehood says nothing about foresight of Canada's build-out response. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Neutral weak | A joke about statehood says nothing about foresight of Canada's build-out response. |
| I2 Foreseen and wanted (this level or higher) Tested hypothesis (intent) | Neutral weak | A joke about statehood says nothing about foresight of Canada's build-out response. |
| I3 Worked-out plan with specific targets Tested hypothesis (intent) | Neutral weak | A joke about statehood says nothing about foresight of Canada's build-out response. |
| R-annex Annexation Rival reading | Fits weak | Talk of Canada as the 51st state is consistent with an absorption goal, but it was reported as a joke, so it moves little. |
| R-frag Fragmentation Rival reading | Neutral weak | The remark concerns absorbing Canada whole, not breaking it up. |
| R-weaken Weaken-Canada rivals (annexation or fragmentation) Rival reading | Fits weak | Talk of Canada as the 51st state is consistent with an absorption goal, but it was reported as a joke, so it moves little. |
