Robert Lighthizer publishes "No Trade Is Free": no passage predicts or asks for a Canadian resource build-out
Canada appears through dairy, the cultural exemption, autos and deficits, data exclusivity, de minimis and the China FTA clause; ISDS with Canada eliminated. The sunset clause is designed to "force politicians to make difficult decisions". Rare earths framed as China-dominance and US onshoring; Canada not mentioned as an alternative supplier.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Judged to fit the plain self-interest reading better than the foresight reading. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Neutral weak | The book's Canada passages fit the rival readings equally; they concern trade terms, not Canada's survival as a country. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Fits weak | Consistent with plain self-interest: Canada appears through dairy, autos, deficits and other trade irritants, not as a resource supplier. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Neutral weak | The book's Canada passages fit the rival readings equally; they concern trade terms, not Canada's survival as a country. |
| I2 Foreseen and wanted (this level or higher) Tested hypothesis (intent) | Against weak | Somewhat surprising under this reading that the trade architect's book never asks for or predicts a Canadian resource build-out, even on rare earths; an absence, not a denial. |
| I3 Worked-out plan with specific targets Tested hypothesis (intent) | Against moderate | A worked-out plan with named Canadian resource targets is not observed in the main trade strategist's book-length account; Canada is not even mentioned as an alternative rare-earth supplier. |
| R-annex Annexation Rival reading | Neutral weak | The book's Canada passages fit the rival readings equally; they concern trade terms, not Canada's survival as a country. |
| R-frag Fragmentation Rival reading | Neutral weak | The book's Canada passages fit the rival readings equally; they concern trade terms, not Canada's survival as a country. |
| R-weaken Weaken-Canada rivals (annexation or fragmentation) Rival reading | Neutral weak | The book's Canada passages fit the rival readings equally; they concern trade terms, not Canada's survival as a country. |
