CPTPP enters into force between Canada and the United Kingdom on 1 September 2026
Global Affairs Canada announced on 3 July 2026 that Canada had ratified the protocol on the United Kingdom's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). It said the protocol would bring the CPTPP into force between Canada and the UK on 1 September 2026, completing the UK's accession. The department said the UK was the first economy to complete the CPTPP accession process, and that the agreement complements the existing Canada-UK Trade Continuity Agreement. A Canada Border Services Agency customs notice confirmed that, as of 1 September 2026, eligible goods from the UK are entitled to the new CPTPP tariff treatment for the UK.

How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| C0 Ottawa as victim | Neutral weak | Completing a trade accession begun before the crisis fits a victim reading as well as the others. |
| C1 Ottawa opportunistic | Fits weak | Consistent with Ottawa deepening non-US trade during the crisis, though the UK accession process predates it. |
| C2 Ottawa in no hurry | Neutral weak | A routine ratification says nothing about Ottawa's pace in the US talks. |
| C3 Ottawa coordinating with Washington | Neutral weak | A UK trade agreement does not bear on coordination with Washington. |
