Brazil opens a Reciprocity Law procedure against the US 25% tariffs and requests diplomatic consultations
Announced Thursday Aug 13, 2026: the Camex executive secretariat sent the request to Camex's executive management committee, starting the ordinary procedure, and the foreign ministry notified the US and asked for consultations. Opening the procedure does not itself impose countermeasures; the government called the US tariff 'unjustified and arbitrary'.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means
