Revised country-specific 'reciprocal' tariff rates take effect for other US trading partners
Under the executive order 'Further Modifying the Reciprocal Tariff Rates', revised country-specific rates took effect on Aug 7, 2025 for partners without a trade agreement; countries not covered stayed at the 10% baseline. Canada was not covered by these rates: its separate rate had risen from 25% to 35% on Aug 1, 2025, with CUSMA-compliant goods still exempt.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means
