Claims that rest on this event
- Public money carries the risk the market won't: the deficit-financed C$25 billion Canada Strong Fund, Trans Mountain as a Crown asset, Alberta's Pathways supports, C$10 billion of Indigenous loan guarantees and about C$6 billion for the trades. This fits 'the state is creating the volume', but plain hedging predicts it too, so it says nothing about Washington's intent.
Federal loan guarantee behind Indigenous equity.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Neutral weak | A minority stake sale in an existing pipeline does not change build-out speed. |
| O1 Faster, but the extra output goes mostly elsewhere | Neutral weak | Ownership of an existing line says nothing about where output goes. |
| O2 Faster, and more volume reaches the US (this level or higher) | Neutral weak | Ownership of an existing line says nothing about volumes to the US. |
| O3 Locked-in preferential terms for the US | Neutral weak | A stake held by B.C. First Nations involves no US ownership or terms. |
