India notifies the WTO of proposed retaliation over US Section 232 metals tariffs (US$1.91B in duties); a second notice on autos follows (dated 3 July, circulated 4 July)
India told the WTO (communication dated and received 9 May 2025, circulated 12 May as G/L/1571 - G/SG/N/12/IND/5) that it proposed to suspend concessions against the US steel and aluminum tariffs, which it treats as safeguards: the US measures affect US$7.6 billion of imports from India, with US$1.91 billion in duties, and India reserved the right to act after 30 days. A second notice on US auto tariffs (G/L/1577 - G/SG/N/12/IND/6, dated and received 3 July, circulated 4 July) covers US$2,895 million of imports and US$723.75 million in duties. A metals addendum (G/L/1571/Add.1, received 8 July, circulated 9 July) raised the metals duty figure to US$3.82 billion after the US doubled its rate to 50%. No evidence was found that India applied any of these measures.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means
