US announces a 90-day pause on country-specific reciprocal rates for other countries
On 9 April 2025 the US paused for 90 days (to 9 July) the higher country-specific 'reciprocal' tariffs announced on 2 April, except for China. Canada and Mexico were not on the reciprocal schedule; their goods stayed under the separate fentanyl and border orders.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means
| Reading | Fit | Why |
