EU member states approve countermeasures on about €21B of US goods (suspended for 90 days on 14 April)
On 9 April 2025 a majority of EU member states approved tariffs on about €21 billion of US goods in response to the US steel and aluminum tariffs, some due from 15 April. After the US paused its higher reciprocal tariffs, the Commission adopted the measures and suspended them on 14 April for up to 90 days, before any took effect.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means
