Canada's auto counter-tariff takes effect.
Canada's 25% tariff on US vehicles took effect on 9 April 2025 in response to the US auto tariffs. It applies to US-made vehicles that do not meet USMCA (CUSMA) rules and to the non-Canadian, non-Mexican content of compliant vehicles; auto parts were left out. The same day the US paused its higher country-specific 'reciprocal' tariffs for other countries (a separate event). In July 2026 the White House cited Canada's tariffs on US cars as a ground for its Section 338 tariffs.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means
