Executive Order 14232 exempts USMCA-qualifying Mexican goods from the fentanyl tariff and cuts the rate on other potash to 10%, the same day as the matching Canada order
Signed on 6 March 2025 and effective 7 March, the order exempts Mexican goods that enter duty-free under the USMCA from the 25% tariff of Executive Order 14194 and cuts the rate on non-qualifying potash to 10%. Canada received the same relief the same day, so it was a North American template rather than a Canada-specific concession.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Judged to fit the plain self-interest reading better than the foresight reading. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Neutral weak | A Mexico order says nothing about foresight of Canada's response or goals for Canada; the matching treatment fits these readings equally. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Fits weak | Identical relief for Mexico on the same day is consistent with a North American template driven by US supply needs rather than a Canada-specific design. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Neutral weak | A Mexico order says nothing about foresight of Canada's response or goals for Canada; the matching treatment fits these readings equally. |
