Canada's 100% surtax on Chinese-made EVs takes effect, matching the US tariff (background to the 2026 Canada–China deal)
Announced on 26 August 2024 by Finance Minister Chrystia Freeland and in force from 1 October 2024, the 100% surtax applies to Chinese-made electric and certain hybrid vehicles on top of the 6.1% most-favoured-nation tariff. Finance Canada's release notes that the US had announced on 14 May 2024 a 100% Section 301 tariff on Chinese EVs; AP reported that the announcement followed encouragement from US national security adviser Jake Sullivan. In January 2026 Canada agreed with China to let up to 49,000 Chinese EVs a year in at the 6.1% rate.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means
