Pathways MOU (Canada, Alberta and the Oil Sands Alliance parties)

Non-binding memorandum of understanding made as of 2 July 2026 among the governments of Canada and Alberta and Canadian Natural, Cenovus, ConocoPhillips Canada, Imperial and Suncor. It sets out the Pathways carbon capture and storage project, to cut oil sands emissions by about 6 million tonnes a year, with its infrastructure in service by 2032 and the project complete by 2035. Under section 3.0(c)(I), Alberta agrees to "implement financial supports to encourage the oil production growth required to underpin" the proposed West Coast oil pipeline and the expansion of Trans Mountain. Binding agreements are targeted by 15 November 2026. It builds on the Canada–Alberta MOU of 27 November 2025 and its implementation agreement of 15 May 2026.
