Trump on resuming trade talks with Canada before the midterms: 'I don't know... I'm in no rush'; says Canada charged 'tariffs that nobody knew about'

Speaking to reporters outside the White House on 2026-10-05, Trump said he did not know whether talks with Canada would resume before the midterm elections and was 'in no rush'. He said 'Canada behaves very badly with the United States', 'They charged us a lot of tariffs that nobody knew about — except me', 'Canada does all their business with us. We do very little business with them', and that Canada must 'be honest'. No deadline or new measure announced (Mediaite via Yahoo News).

Tested hypotheses: a thought experiment

Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.

Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means

ReadingFitWhy
I0a Accident
Tested hypothesis (intent)
Fits weakClaims of secret tariffs 'nobody knew about except me' and talk tied to the midterm calendar are consistent with impulse and grievance driving policy; statements only.
I0b Plain self-interest; Canada's response not considered
Tested hypothesis (intent)
Neutral weakBeing in no rush fits plain self-interest and the foresight readings alike; nothing about Canada's build-out.
I1 Foreseen and welcomed, not the reason
Tested hypothesis (intent)
Neutral weakNo evidence about foresight of Canada's response.
I2 Foreseen and wanted (this level or higher)
Tested hypothesis (intent)
Neutral weakProlonged pressure would be consistent with I2, but equally with the other readings; nothing ties the timing to Canada's own steps.
I3 Worked-out plan with specific targets
Tested hypothesis (intent)
Neutral weakNo plan, deadline or named target is stated.
R-annex Annexation
Rival reading
Neutral weakNo rush to resume talks is 'no deal yet', which fits annexation and hard bargaining alike.
R-frag Fragmentation
Rival reading
Neutral weakNothing about Canada's unity or provinces.
R-weaken Weaken-Canada rivals (annexation or fragmentation)
Rival reading
Neutral weakHostile rhetoric without a new measure fits a weaken-Canada aim and ordinary trade pressure equally.
