EventStatement
Canadian banks pledge nearly C$325B in financing at the Canada Investment Summit (TD C$150B over 5 years, Scotiabank over C$100B over 5 years, BMO C$70B over 10 years, CIBC C$2B, RBC nearly C$1.5B)

CIBC's C$2B is for small and mid-sized defence and dual-use firms; RBC's nearly C$1.5B is for high-growth technology companies. TD Economics estimates about C$1 trillion of projects approved or proposed through 2035, and up to C$1.7 trillion with strong policy action.

Claims that rest on this event
- Capital is waiting, not flowing. The summit's C$1 trillion target and the banks' and pension funds' pledges are statements with no money moved; producers held back Enbridge's Mainline Phase 2; Ksi Lisims has no final investment decision; and the UAE money hasn't been deployed. The clear exception is LNG Canada Phase 2, which took its final investment decision on 29 September 2026: two more trains, doubling the plant from 14 to 28 million tonnes a year, about C$33 billion, with operations expected in the early 2030s. The registered test 'Capital follows the law' is open.
Pledges are statements, not money.
- Evidence is ranked by type: actions with cost or legal force (tariffs, laws, votes, contracts, pipes, money spent, prices) outweigh formal documents, which outweigh statements; statements count only as a pattern or consistency check.
Pledges are statements; no money moved.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Against weak | Large bank financing pledges are mildly awkward for no speed-up, but they are lending targets, not money moved, and some are for tech and defence firms. |
| O1 Faster, but the extra output goes mostly elsewhere | Neutral weak | Domestic financing pledges say nothing about export destinations. |
| O2 Faster, and more volume reaches the US (this level or higher) | Neutral weak | Domestic financing pledges say nothing about volumes to the US. |
| O3 Locked-in preferential terms for the US | Neutral weak | Canadian bank pledges involve no US terms. |
