Bank of Canada July 2026 Monetary Policy Report: business investment growth led by oil and gas, but on a lower path than before US tariffs
The Bank of Canada's Monetary Policy Report of 15 July 2026 said business investment had been roughly flat as the economy adjusted to US tariffs and uncertainty about the review of the Canada-United States-Mexico Agreement. It projected growth of 1.8% in both 2027 and 2028 and expected business investment growth to strengthen in 2026, "led mainly by activity in oil and gas", with investment outside oil and gas picking up in 2027 and 2028. Even so, the Bank wrote, "investment remains on a lower path than it was before US tariffs were imposed."

Claims that rest on this event
- Official forecasts show no boom (about 1.1% growth in 2026, from Finance Canada and the Parliamentary Budget Officer), and much of the record foreign direct investment in 2025 was takeovers and reinvested earnings rather than new investment.
The Bank of Canada projects no investment boom: investment stays on a lower path than before US tariffs.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Fits weak | The Bank says investment is on a lower path than before the tariffs, consistent with no meaningful speed-up overall, although oil and gas lead the expected pickup. |
| O1 Faster, but the extra output goes mostly elsewhere | Against weak | An investment path below the pre-tariff one is mildly awkward for any speed-up reading equally; resource investment itself is expected to rise. |
| O2 Faster, and more volume reaches the US (this level or higher) | Against weak | An investment path below the pre-tariff one is mildly awkward for any speed-up reading equally; resource investment itself is expected to rise. |
| O3 Locked-in preferential terms for the US | Against weak | An investment path below the pre-tariff one is mildly awkward for any speed-up reading equally. |
