NBC News: US officials say Trump's Canada push is about the Arctic, 'to stop Russia and China'; Trump on Carney's China deal: 'That's what he should be doing'
NBC News reported on 18 January 2026, citing two US officials, a senior administration official and three former senior US officials, that Trump had privately grown more focused on Canada's vulnerability to Russia and China in the Arctic and on its defence spending, and that US and Canadian officials were discussing closer military cooperation in the Arctic. "At the end of the day, this is to stop Russia and China from having a further presence in the Arctic," the senior administration official said. The officials said Trump was not seeking to purchase Canada or saying he might take it by force. Asked on 16 January about Prime Minister Carney's trade deal with China, Trump said: "That's what he should be doing. If you can get a deal with China, you should do that."

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Judged to fit the plain self-interest reading better than the foresight reading. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Neutral weak | The report fits impulse no better than calculated interest. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Fits weak | Consistent with plain security self-interest (Arctic, Russia, China) and with indifference to where Canada sells. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Fits weak | Trump endorsing Carney's China deal is consistent with Canadian diversification being accepted rather than resisted; a statement. |
| I2 Foreseen and wanted (this level or higher) Tested hypothesis (intent) | Neutral weak | The stated focus is Arctic defence; nothing bears on whether Canada's resource response was wanted. |
| I3 Worked-out plan with specific targets Tested hypothesis (intent) | Neutral weak | No resource targets or timeline appear in the report. |
| R-annex Annexation Rival reading | Against moderate | Officials saying Trump is not seeking to buy or take Canada, and Trump urging Carney to deal with China, would be surprising under an absorb-or-subordinate goal; these are statements. |
| R-frag Fragmentation Rival reading | Neutral weak | Nothing in the report bears on breaking Canada up. |
| R-weaken Weaken-Canada rivals (annexation or fragmentation) Rival reading | Against weak | Encouraging Canada's trade with China and closer Arctic cooperation sits awkwardly with a goal of weakening Canada; statements. |
