Quebec Decree 515-2025 authorizes Stablex Cell 6 with 24 conditions

By Decree 515-2025 of 28 March 2025 (Gazette officielle du Québec, 16 April 2025), the Quebec government authorized Stablex's Cell 6 hazardous-waste landfill at Blainville under 24 conditions, including a cap of 8,000,000 cubic metres of hazardous material, and requirements on groundwater and leachate monitoring, wetlands, post-closure management and financial guarantees (decree; ministry environmental analysis report).
