Prime Minister Carney launches the federal Major Projects Office, headquartered in Calgary, with former Trans Mountain CEO Dawn Farrell at its head
Prime Minister Mark Carney launched the Major Projects Office on 29 August 2025, headquartered in Calgary, with Dawn Farrell, former chief executive of Trans Mountain Corporation and TransAlta, as its CEO. The Prime Minister's Office said the office would be a single point of contact for nation-building projects, streamlining federal approvals, aiming to cut review times for national-interest projects to at most two years, and helping to structure their financing. It carries out the Building Canada Act passed in June.

Claims that rest on this event
- Ottawa is opportunistic, following 'never waste a good crisis': it used the mandate and political cover of the tariff era to pass fast-track and tax tools. This judgment says nothing about Washington's intent.
Ottawa set up new machinery to fast-track major projects within two months of passing its fast-track law.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Against weak | A funded federal office with a two-year review target, led by a former pipeline executive, would be somewhat surprising if no speed-up followed; it is still a structure, not output. |
| O1 Faster, but the extra output goes mostly elsewhere | Fits weak | The office fits a speed-up equally whichever buyers get the extra output; it says nothing about destination. |
| O2 Faster, and more volume reaches the US (this level or higher) | Fits weak | The office fits a speed-up equally whichever buyers get the extra output; it says nothing about destination. |
| O3 Locked-in preferential terms for the US | Fits weak | The office fits the speed-up part of this reading, but no preferential terms for the US are observed. |
