Canada imposes a 25% surtax on steel and aluminum goods containing aluminum smelted or cast in China

SOR/2025-154 (s. 4), in force 2025-07-31 (Canada Gazette Part II, 2025-08-13): a 25% surtax on goods containing Chinese-smelted or cast aluminum, closing a transshipment route into North America while the US kept Canada at 50% under Section 232. Canada had already put a 25% counter-surtax on US steel and aluminum from 2025-03-13 (SOR/2025-95).

How it bears on the outcome

ExplanationFitWhy
C0 Ottawa as victimNeutral weakClosing a Chinese transshipment route is a policy choice, not simply absorbing pressure.
C1 Ottawa opportunisticNeutral weakThe surtax protects Canadian producers but says little about using the crisis to speed a build-out.
C2 Ottawa in no hurryNeutral weakFits equally with any pace in the trade talks.
C3 Ottawa coordinating with WashingtonFits weakAligning with a US concern about Chinese aluminum is consistent with coordination, but it also serves Canada's own producers and came alongside counter-surtaxes on US metal.
