Claims that rest on this event
- In the foresight thought experiment: US government minerals money is not aimed at Canada. Pentagon grants for projects in Canada total about US$82 million since 2023; they began under Biden, were mostly co-funded by Ottawa and carry no US priority clauses, and the same tools went to US, Korean and Australian companies.
Biden-era US Defense Production Act grant, co-funded by Natural Resources Canada.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| O0 No meaningful speed-up | Neutral weak | Grants for studies and early development do not show whether the build-out speeds up; it fits this reading and its rivals equally. It predates the 2025 pressure. |
| O1 Faster, but the extra output goes mostly elsewhere | Neutral weak | No offtake or destination is disclosed, so nothing indicates where the output would go. |
| O2 Faster, and more volume reaches the US (this level or higher) | Fits weak | US defence money co-funding a Canadian project is consistent with more Canadian volume eventually reaching US supply chains, but no volumes are committed. |
| O3 Locked-in preferential terms for the US | Against weak | A US-funded award with no offtake or US priority right disclosed: locked-in preferential terms are not observed where one might expect them. |
