BAPE Report 371 finds the Stablex Cell 6 project premature and recommends against authorizing it
Quebec's environmental hearings bureau (BAPE) concluded in September 2023 that the Cell 6 project at Blainville was 'prématuré' (premature) and recommended that it not be authorized: Cell 5 could meet disposal needs until the early 2030s, the originally planned Cell 6 site would allow operations to about 2040, parts of the proposed site have exceptional ecological value, and Quebec lacked a complete picture of hazardous residual materials. It said the environment ministry should produce a state-of-play on their management (BAPE, Report 371).
