Protect Ontario by Unleashing our Economy Act (Bill 5 (ON))
Ontario omnibus law (Bill 5). It enacts the Special Economic Zones Act, 2025, under which the provincial cabinet can designate special economic zones and exempt 'trusted proponents' and 'designated projects' in them from requirements of provincial laws, regulations and municipal by-laws. It also amends the Environmental Assessment Act, Mining Act, Ontario Energy Board Act and other laws to speed up approvals, and enacts a Species Conservation Act, 2025 to replace the Endangered Species Act, 2007 at a date cabinet will set. Introduced on April 17, 2025, it received Royal Assent on June 5, 2025; most of it, including the special economic zones law, took effect that day. First Nations filed a constitutional challenge against it in July 2025.
