Ottawa's C$7.5B tariff-support package includes a C$2B Canada Strong Diversification Fund
With its counter-tariffs of 25 August 2026, Ottawa announced a C$7.5B package of new and enhanced supports for workers and businesses affected by US tariffs, including an additional C$2B through a new Canada Strong Diversification Fund for tariff-affected businesses' shovel-ready projects, administered through the Strategic Response Fund (Finance Canada). Budgeted; no disbursement had been reported by late September 2026.

Claims that rest on this event
- Public money carries the risk the market won't: the deficit-financed C$25 billion Canada Strong Fund, Trans Mountain as a Crown asset, Alberta's Pathways supports, C$10 billion of Indigenous loan guarantees and about C$6 billion for the trades. This fits 'the state is creating the volume', but plain hedging predicts it too, so it says nothing about Washington's intent.
Ottawa's C$7.5 billion tariff-support package includes a C$2 billion diversification fund: more public money, with no disbursement found by late September 2026.
How it bears on the outcome
| Explanation | Fit | Why |
|---|---|---|
| C0 Ottawa as victim | Fits weak | A support package for workers and businesses hit by tariffs is consistent with Ottawa being on the receiving end; budgeted, not disbursed. |
| C1 Ottawa opportunistic | Fits weak | Folding a C$2B diversification fund into the response is consistent with using the crisis to advance diversification. |
| C2 Ottawa in no hurry | Fits weak | Counter-tariffs plus a package built to cushion a long dispute, days after walking away from a tentative deal, are consistent with Ottawa not rushing to settle. |
| C3 Ottawa coordinating with Washington | Against moderate | Costly counter-tariffs and a fund to diversify away from the US would be surprising if Ottawa were coordinating with Washington. |
