Hoekstra on a possible mixed fighter fleet: 'One decision will not kill Norad'
In a CTV News interview, US Ambassador Pete Hoekstra said a Canadian mixed fleet of fighter jets would not put NORAD in jeopardy: "One decision will not kill Norad." He added that the US would look at "a whole series of decisions" and that fighters that don't integrate with the F-35 "don't really count as full airplanes": "if they don't link to an F-35, that's a problem." In May 2025 he had told CTV that a different airplane "might even threaten Norad".

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Non-discriminating: this event fits the plain self-interest reading and the foresight reading equally. It does not tell them apart. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Neutral weak | The shift from 'might even threaten Norad' (May 2025) to 'one decision will not kill Norad' could reflect impulse or a pragmatic adjustment; as an ambassador's statement on fighter procurement it does not separate the intent readings. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Neutral weak | Pressing for F-35 interoperability serves US industrial and defence interest in itself, which fits I0b, I1 and I2 alike; it says nothing about Canada's resource build-out. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Neutral weak | A statement about fighter-jet integration contains no sign of foresight about Canada permitting, building or exporting resources; it fits equally across the intent readings. |
| I2 Foreseen and wanted (this level or higher) Tested hypothesis (intent) | Neutral weak | The softer tone comes during Canada's fighter review, not in step with any resource build-out move, so it does not separate 'foreseen and wanted' from plain self-interest. |
| I3 Worked-out plan with specific targets Tested hypothesis (intent) | Neutral weak | No named resource projects, targets or timeline appear; a worked-out build-out plan is not observed in this statement. |
| R-annex Annexation Rival reading | Neutral weak | Reassuring Canada that NORAD survives a mixed fleet while pushing F-35 integration fits a continuing alliance and a deeper-integration goal about equally; as a statement it carries little weight. |
| R-frag Fragmentation Rival reading | Neutral weak | Fighter procurement and NORAD continuity say nothing about efforts to break Canada up. |
| R-weaken Weaken-Canada rivals (annexation or fragmentation) Rival reading | Neutral weak | Dropping the earlier hint that NORAD could be threatened is mildly awkward for a weaken-Canada goal, but it is a statement and the continued F-35 pressure fits either reading; no clear difference is observed. |
