NL releases the IRC report: the MOU 'is not in the overall best long-term interest' of the province
Newfoundland and Labrador released the Churchill River Independent Review Committee's report on 19 May 2026. It found that 'the MOU as currently configured is not in the overall best long-term interest of the people of the province', said it repeated flaws of the 1969 contract (limited use of the power by the province, problematic pricing, a conflicted minority shareholder, restricted export transmission), judged back-loaded payments 'not reasonable', said Gull Island 'revenues would not cover costs for the first 45 years', and found 'no evidence' that NL Hydro had approached US customers. It made five recommendations, including a Labrador West transmission line.
