Pentagon 'pausing' the Permanent Joint Board on Defence, the Canada-US advisory body created in 1940

Elbridge Colby, the Pentagon's under secretary for policy, announced in posts on X that the Pentagon is "pausing" its participation in the Permanent Joint Board on Defence, an advisory body on continental defence, saying "Canada has failed to make credible progress on its defense commitments"; one post linked to Carney's Davos speech. The board is advisory and meets several times a year; NORAD itself was not part of the announcement. Defence Minister McGuinty said Canada would keep working with "trusted partners" and remain ready for "constructive discussions".

Tested hypotheses: a thought experiment

Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.

Judged to fit the plain self-interest reading better than the foresight reading. What this means

ReadingFitWhy
I0a Accident
Tested hypothesis (intent)
Fits weakPausing a symbolic defence board with a post linked to Carney's Davos speech is consistent with a reaction to rhetoric rather than a plan.
I0b Plain self-interest; Canada's response not considered
Tested hypothesis (intent)
Fits weakPressing Canada on defence spending is consistent with plain US self-interest; it fits I1 and I2 equally.
I1 Foreseen and welcomed, not the reason
Tested hypothesis (intent)
Neutral weakThe move concerns defence spending, not a resource build-out; it says nothing about foresight of that response.
I2 Foreseen and wanted (this level or higher)
Tested hypothesis (intent)
Neutral weakNothing in the board pause bears on wanting Canada to permit, build or export resources.
I3 Worked-out plan with specific targets
Tested hypothesis (intent)
Neutral weakNo resource targets or timeline are involved.
R-annex Annexation
Rival reading
Neutral weakThe stated reason is defence spending, and NORAD was not touched; it fits equally with or without an annexation aim.
R-frag Fragmentation
Rival reading
Neutral weakNothing in the board pause bears on breaking Canada up.
R-weaken Weaken-Canada rivals (annexation or fragmentation)
Rival reading
Fits weakWalking away from a bilateral defence body is consistent with a weaken-Canada aim, but it fits a spending dispute equally and is largely symbolic.
