Claims that rest on this event
- In the foresight thought experiment: US government minerals money is not aimed at Canada. Pentagon grants for projects in Canada total about US$82 million since 2023; they began under Biden, were mostly co-funded by Ottawa and carry no US priority clauses, and the same tools went to US, Korean and Australian companies.
The Pentagon's Office of Strategic Capital extended about US$1.2 billion of conditional loans to US firms, and none was found to a Canadian company or project.
Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Judged to fit the plain self-interest reading better than the foresight reading. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Neutral weak | Large, structured domestic loans say little about impulse or grudges in Canada policy. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Fits weak | Pentagon money going to US firms, none to Canadian projects, is consistent with plain self-interest focused on onshore supply. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Neutral weak | Domestic lending says nothing about whether Canada's response was foreseen and welcomed. |
| I2 Foreseen and wanted (this level or higher) Tested hypothesis (intent) | Against weak | If pressure aimed partly at a Canadian build-out serving US goals, some US financing of Canadian projects might be expected; none was found. Absence is weak evidence. |
| I3 Worked-out plan with specific targets Tested hypothesis (intent) | Against weak | No loan to a named Canadian project was found, mildly awkward for a plan with specific Canadian targets. |
| R-annex Annexation Rival reading | Neutral weak | Domestic US minerals lending fits equally with any aim regarding Canada. |
| R-frag Fragmentation Rival reading | Neutral weak | Domestic US minerals lending fits equally with any aim regarding Canada. |
| R-weaken Weaken-Canada rivals (annexation or fragmentation) Rival reading | Neutral weak | Domestic US minerals lending fits equally with any aim regarding Canada. |
